Rivers Civil Service Promotion Fubara approved as governor greenlights promotion exercise for eligible workers across MDAs in Rivers State

Governor Siminalayi Fubara of Rivers State has approved a comprehensive promotion exercise for civil servants across all levels of the State Civil Service, marking a major administrative development in Rivers State.

The approval, which underpins the Rivers Civil Service Promotion Fubara process, was communicated through a circular issued by the Rivers State Civil Service Commission and signed by Permanent Secretary James Enebeli.

The circular, titled “Call for Recommendation for Promotion,” directed Ministries, Departments and Agencies (MDAs) to submit the names of officers eligible for promotion between January and July 2026 for consideration by the commission.

According to the directive, the exercise will cover civil servants on Grade Levels 07 to 15 who meet the required conditions within the stated period under review.

The commission further stated that officers who have retired, are undergoing disciplinary proceedings, or have applied for retirement will not be included in the promotion process.

MDAs were instructed to submit detailed service records, including Annual Performance Evaluation Report (APER) forms, alongside recommendations for eligible officers.

The circular also required that submissions be provided in both hard copy and electronic format, with soft copies submitted in Microsoft Excel format via USB flash drives clearly labelled with the names of the respective ministries.

To ensure timely processing, the Civil Service Commission set May 31, 2026, as the deadline for submission, warning that late entries would not be considered under any circumstances.

Heads of ministries and extra-ministerial departments were further directed to personally sign all recommendation letters before submission to the commission.

Governor Fubara’s approval of the exercise is expected to enable the commission conduct promotion interviews for qualified officers within the January to July 2025/2026 promotion cycle.
