Florida human trafficking data initiative TIPSTR tracks victims and improves services, offering the most comprehensive database in the U.S.

Florida has launched TIPSTR, a statewide database designed to provide the most comprehensive data on human trafficking in any U.S. state, officials announced on Tuesday.

The system aims to better understand and respond to both labor and sex trafficking, often hidden in plain sight.

The initiative is led by criminologists at the University of South Florida’s Trafficking in Persons Risk to Resilience Lab (TIP Lab), founded in 2020.

TIPSTR collects anonymous information from over 30 state agencies and nonprofit organisations, including the Florida Department of Law Enforcement and the Crisis Center of Tampa Bay.

“Human trafficking rarely fits the stereotype of violent abduction. In most cases, perpetrators exploit victims through emotional, financial, and social coercion,” said the TIP Lab team.

“TIPSTR allows us to see the full scope of these crimes and identify where victims need help most.”

Florida’s economy and geography make the state particularly vulnerable to trafficking.

Its tourism, agriculture, construction, and entertainment industries rely on temporary and mobile workforces.

International airports and seaports facilitate global connections, while major events attract visitors who may inadvertently fuel sex trafficking markets.

Floridians experienced labor exploitation, while 200,000 were trafficked for sex.

Minors comprised half of those exploited for sex and a quarter of labor victims. Only 9% to 12% of victims reported crimes to law enforcement, highlighting the importance of alternative data collection methods.

The database has already driven practical results. In one county, law enforcement used TIPSTR data to investigate illicit massage businesses. In another, nonprofits leveraged the findings to secure funding for victim services. The Florida Legislative Working Group on Human Trafficking is also using the data to explore policy reforms.

TIPSTR is complemented by BRIGHT, a resource connecting survivors with housing, counselling, transportation, and other essential services. The initiative also incorporates a self-report survey, giving researchers direct insight into victim experiences.

Experts emphasised that long-term tracking is critical. “Data alone cannot end human trafficking,” the TIP Lab team said, “but without it, we cannot see or measure this hidden problem effectively.”

Florida’s model is now considered a potential blueprint for other states seeking to combat human trafficking through coordinated, evidence-based strategies.
