House Committee directs NCS, CBN, NPA, and NACCIMA to submit full documentation on pre-shipment processes amid crude oil revenue probe

The House of Representatives Ad-hoc Committee investigating pre-shipment inspection of exports and non-remittance of crude oil proceeds has directed the Nigeria Customs Service, Central Bank of Nigeria, Nigerian Ports Authority, and Nigerian Association of Chambers of Commerce, Industry, Mines, and Agriculture to submit comprehensive documentation clarifying their respective roles in pre-shipment processes.

The directive was issued by the Committee Chairman, Seyi Sowunmi, on Wednesday during a resumed investigative hearing at the National Assembly Complex, Abuja.

The probe follows a resolution by the House to investigate alleged lapses in the pre-shipment inspection regime and persistent concerns over under-remittance of crude oil proceeds to the Federation Account. Lawmakers are particularly worried about revenue leakages in both oil and non-oil exports.

At the session, the committee noted that submissions previously made by the agencies were either incomplete or outdated, and fresh communications will specify new dates for further appearances.

Representatives of the agencies outlined their statutory responsibilities. Deputy Comptroller-General of Customs, Caroline Diagwan, explained that the Service verifies that exported goods tally with the Nigeria Export Proceeds Form and inspection certificates, but does not collect export duties.

Dr Musa Nakurji of the CBN said the apex bank coordinates export documentation electronically and oversees the issuance of clean certificates of inspection, clarifying that the CBN does not appoint pre-inspection agents.

Ibrahim Lukman of the NPA stated that the authority appoints agents at export terminals who relay operational data and work collaboratively with other government agencies within statutory limits.

Dr Emmanuel Akeh of NACCIMA clarified that the association is limited to issuing certificates of origin for non-oil exports and has no role in crude oil shipments.

Chairman Sowunmi emphasised the national importance of the investigation, noting that the committee aims to ensure that every kobo accruing to the nation is accounted for.

He assured stakeholders that new dates for submissions and appearances would be communicated and stressed the need for all relevant documents to identify procedural gaps or institutional overlaps in the remittance of crude oil proceeds.
