Governor Sheriff Oborevwori signs Delta State’s N1.73trn 2026 Appropriation Bill and three key laws, boosting development, education, and security

Governor Sheriff Oborevwori on Tuesday signed Delta State’s 2026 Appropriation Bill of N1.729 trillion, tagged the “Budget of Accelerating the MORE Agenda,” alongside three other key bills passed by the State House of Assembly.

The signing sets the stage for accelerated development, enhanced security, and strengthened social welfare across the state.

The other bills assented to include the Delta State Social Investment Programme Law, the Delta State Colleges of Education Law, 2025, and the Delta State Anti-Terrorism and Anti-Cultism (Amendment) Law, 2025.

Speaking during the ceremony, Governor Oborevwori described the 2026 budget as “not just a budget of figures, but a budget of vision, action, and expected deliverables for the next twelve months,” assuring citizens that the state would hit the ground running to accelerate growth across key sectors.

The N1.729 trillion budget represents an increase of over 70 per cent compared to the 2025 estimate.

Seventy per cent of the allocation is dedicated to capital expenditure, while 30 per cent is for recurrent spending, reflecting the administration’s commitment to infrastructure-led growth and sustainable development.

He highlighted that the gains of 2025, including improved internally generated revenue and strengthened fiscal discipline, provide a solid foundation for the ambitious 2026 plan.

Governor Oborevwori explained that the accompanying laws aim to reinforce social welfare, education, and security.

The Social Investment Programme Law provides equitable access to resources for vulnerable populations, the Colleges of Education Law standardises state-owned colleges and expands their capacity to train teachers, while the Anti-Terrorism and Anti-Cultism (Amendment) Law strengthens legal frameworks to combat terrorism and cult-related crimes.

The Governor commended the Delta State House of Assembly for the timely passage of the bills and praised stakeholders, cabinet members, civil servants, and citizens for their contributions. He also extended Christmas and New Year greetings to all Deltans.

Speaker Rt. Hon. Emomotimi Guwor noted that the passage of the four bills followed rigorous legislative scrutiny and consultations.

He said the Social Investment Programme Law institutionalises social interventions, the Colleges of Education Law enhances teacher training efficiency, and the Anti-Terrorism and Anti-Cultism Law addresses emerging security gaps.

The Speaker added that the assent to the bills reflects the productive relationship between the legislature and executive, advancing good governance, security, and socio-economic development in Delta State.
