NCAA unruly passenger policy has taken center stage as the Nigerian Civil Aviation Authority declares that domestic airlines must not operate flights with any disruptive passenger onboard.

The directive, issued by Michael Achimugu, Director of Consumer Protection and Public Affairs at NCAA, is part of a broader push to ensure crew safety and restore order in the skies.

Speaking during a meeting with airline operators in Abuja on Wednesday, Achimugu expressed serious concern over the increasing trend of passengers harassing cabin crew, often recording videos to manipulate public perception and generate viral outrage.

“Henceforth, no pilot should fly an aircraft if there is an unruly passenger on board. That passenger must either be removed by security or the matter resolved amicably before the aircraft departs,” Achimugu declared.

The new NCAA unruly passenger policy comes in response to a disturbing pattern where crew enforcement is undermined, and airline staff suffer both physical and psychological consequences.

While acknowledging that air travelers are entitled to quality service for the fares they pay, Achimugu made it clear that being a customer comes with responsibilities—chief among them, respect for cabin crew.

“No one has the right to touch a cabin crew member. They deserve to carry out their duties with courtesy and dignity,” he said.

He condemned the public tendency to support passengers regardless of the facts, noting a recent incident where sympathy leaned heavily in favor of a passenger, leaving the affected crew member isolated.

The NCAA official emphasized that refusal to follow safety instructions, such as switching off mobile devices or obeying crew commands, will not be tolerated. Firmness, he said, should not be mistaken for rudeness.

“Since when did the punishment for rudeness become physical assault?” Achimugu asked pointedly.

While the NCAA continues to address complaints related to flight delays and service quality, Achimugu affirmed that the agency will stand solidly with airline operators and cabin crew when handling unruly passengers.

“The cabin crew must be protected at all times. Their physical and emotional wellbeing is non-negotiable,” he added.
