Kaduna Leads in Land Administration as NLTRDP Pilot State

Kaduna State recognized for excellence in land administration; chosen as pilot for Nigeria Land Titling, Registration and Documentation Programme with World Bank support

Kaduna State has emerged as a leader in land administration, becoming one of the pilot states for the Nigeria Land Titling, Registration and Documentation Programme (NLTRDP).

Deputy Governor Hadiza Balarabe disclosed this during a courtesy visit by officials from the Federal Ministry of Housing and Urban Development and the World Bank at Sir Kashim Ibrahim House on Monday.

Dr. Balarabe commended Governor Uba Sani for upgrading the Kaduna Geographic Information Service (KADGIS), which facilitated the federal government’s selection of the state as a model for other subnational governments. She also noted the need for additional support to accelerate ongoing digitalisation reforms.

KADGIS Director General, Dr. Bashir Garba Ibrahim, highlighted several initiatives introduced by the state, including Sectional Titling, Shop Registration, and the Farm Lease Programme.

Over 100 undocumented layouts are being regularised to allow residents to register their homes, while a new federal land titles unit will help prevent multiple claims.

The delegation emphasized that the World Bank will support NLTRDP to enhance land governance, aiming to unlock the economic value of land assets through improved titling, registration, and transparency for individuals, businesses, and government.

Dr. Ibrahim also called for an alternative Land Administration Software to accommodate growing customer demand, and a feedback mechanism enabling online access to bills and receipts, reducing the need for physical visits to KADGIS.
